::PREAMBLE::
The
student community is an integral part of our society. They are the future
citizens and builders of the country. They are to invariably play a role in
shaping the destiny of human society. In an era of development of science and
technology on stride, it is desirable that the benefits of such development are
to be enjoyed by the vast majority of people in our country and the world
instead of a few or a small percentage of the population. The tremendous developments
have led to the creation of wealth and resources for human consumption. But
this has given rise to serious inequality and division of haves and have-nots
in society. The systems of capitalism and socialism, reflecting conflicts
between the exploiters and the exploited have erupted. Historically, the
capitalist system has never been able to satisfy the needs and aspirations of
people in general, and has failed to solve the problems of life and living of
common men and to ensure peace, amity and social harmony. It is socialism, only
capable of solving the problems engulfing the socio-economic and cultural life
of people and usher in an era of social peace around prosperity for humanity.
It is the idea of scientific socialism that needs to be cherished and imbue
students to lead a healthy social life in their post-education life.
Progressive Students’ Federation of India shall strive for it.
Every
citizen has the right to education, but even then, literacy is still far to
complete. Hardly three-fourth of the people is literate. And, the education
imparted in our country should have been free of cost, wide and effective,
enabling us to lead a fruitful and happy life. Instead, the efforts are on
commercialisation and privatisation of education by sharking off its
responsibility by the state. Presently, the efforts are afoot by the authority
concerned to distort the modern scientific approach and vision of education by inculcating
so-called spiritualism which is detrimental to the healthy growth of life and
society. The Progressive Students’ Federation of India cannot support such
actions and behaviours of the education authority; it will have to fight
against them. Further, the scheme of Public-Private Partnership (PPP) floated
to build up cluster universities, meaning commercialisation of education, is
not supportable. The PSFI has to march forward demanding 10 percent of the GDP
for the spread and development of scientific education far and wide in order to
enable a healthy and prosperous human society.
The
Progressive Students’ Federation of India will be bent upon to combat the evils
of ethnicism, chauvinism of all hues, jingoism, religious fundamentalism and
such other forces, jeopardising peace, social harmony and unity in the
community. The PSFI will organise the student community against corruption,
price hike, exploitation, oppression and social injustices. It will
relentlessly strive for Freedom, Peace and Progress in
the country as well as in the whole world.
::CONSTITUTION::
Name: The name of the organisation shall be the
“Progressive Students’ Federation of India” (PSFI).
Flag: The flag of the Progressive Student’s Federation of
India shall be red, and of 3:2 size. There will be a five-pointed golden
star in the top left corner of the flag. On the right side of the flag, the
initials of the name of the organisation will be written vertically in golden.
The colour red will signify socialist revolution, and the five-pointed golden
star, excellence and Internationalism.
Ideology: The ideology of the Progressive Students’ Federation
will be Scientific Socialism.
Objectives:
1.
For the
progress of the student community, to organise the students of schools,
colleges and universities.
2.
To bring
amongst the students Political, Economic and Social awareness.
3.
To stand in
solidarity with the struggles of the exploited strata of the society such as
the workers, peasants, etc.
4.
To vehemently
stand against the oppressions against the women since several epochs as results
of superstitions.
5.
To strive
to establish socialism in the whole world by freeing it from the clutches of
capitalism.
Membership:
The students who are
studying in the sixth standard or above, if accept the programme and
constitution of the organisation, will be eligible for membership, by paying a
fee of rupees five. One can remain a member of this organisation until two
years after the completion of his/her education.
Responsibilities of the Members:
1.
To advance
the ideology and objectives of the organisation.
2.
To
participate in the campaigns, movements and other activities of the
organisation.
3.
To stay
away from the activities which are contrary to the constitution of the
organisation.
Rights of the Members:
1.
They can
express opinions to any committee.
2.
They will
have the right to elected and to be elected to any committee.
Structure:-
Central Conference:
There shall be a Central
Executive Committee to be elected in the Central Conference of the PSFI, which
is to be organised in every three years. New members of the CEC will be elected
in the Central Conference, and the newly elected committee will take the charge
from the outgoing committee within 48 hours. The Constitution can be amended
with the support of the two-thirds of the members present in the Central
Conference.
Central Executive Committee (CEC):
The maximum number of
the members of the CEC will be fixed in the Central Conference. Amongst its
members, the CEC will elect one President, one General Secretary, two
Vice-Presidents, maximum of two Joint Secretaries, one Education Secretary, one
Cultural Secretary and one Treasurer. The members of the CEC can remain in the
CEC even after the completion of their education till the next Central
Conference.
Duties of the CEC:
1.
Between two
Central Conferences, the Central Executive Committee will act as the highest
body of the Progressive Students’ Federation of India.
2.
It will
provide suggestions to the organisation and lead it in every aspect.
3.
It can form
and dissolve any lower committee, if required.
4.
It will
meet at least thrice a year.
5.
It can form
subcommittees, if required.
Central Secretariat:
The office-bearers of
the CEC will constitute the Central Secretariat. The Secretariat will advance
the tasks assigned by the CEC. The Secretariat will meet as and when necessary,
but not less than four terms a year. If required, a maximum of four members of the
CEC can be promoted to the Central Secretariat.
State Conference:
State Conferences will
be held after every three years. The reports presented by the State Executive
Committee will be reviewed thoroughly, accounts will be reviewed, and decisions
will be taken. A new State Executive Committee will be elected, and the newly
elected committee will take the charge from the outgoing committee within one week.
State Executive Committee (SEC):
The maximum number of
the State Executive Committee will be fixed in the State Conference. Amongst
its members, the SEC will elect one President, one Secretary, two
Vice-Presidents, two Joint Secretaries, one Education Secretary, one Cultural
Secretary and one Treasurer. The members of the State Executive Committee can
remain in the committee even after the completion of their education till the
next State Conference.
Duties of the State Committees:
1.
The State
Executive Committee will form District Committees as required.
2.
The SEC
will lead the District Committees and provide suggestions, and will stay in
contact with the CEC.
3.
It can
reform or dissolve its lower committees, if required.
4.
It will
carry on the Organisational, Educational, Political, Cultural and Social tasks
of the organisation in the state.
5.
It will
meet at least thrice in a year.
6.
It can form
subcommittees, if required.
7.
It will
send delegates to the Central Conference.
State Secretariat:
The office-bearers of
the State Executive Committee will constitute the State Secretariat. The
Secretariat will advance the tasks assigned by the SEC. The Secretariat will
meet generally after every three months. If required, a maximum of four members
of the SEC can be promoted to the State Secretariat.
District Conference:
District Conferences
will be held after every two years. The reports presented by the District
Executive Committee will be reviewed thoroughly, accounts will be reviewed, and
decisions will be taken. A new District Executive Committee will be elected,
and the newly elected committee will take the charge from the outgoing committee
within ten days.
District Executive Committee:
A District Executive Committee
will comprise of all the Local Committees in that respective district. This
committee will be of a minimum of 21 members. This committee will comprise one
President, one Secretary, one Vice-President, two Joint-Secretaries, one
Education Secretary, one Cultural Secretary and one Treasurer. The members of
the District Committee can remain in the committee even after the completion of
their education till the next District Conference.
Duties of the District Committee:
1.
The
District Committee involve in the Organisational, Educational, Political,
Cultural and Social Aspects of the organisation in the particular district.
2.
The
District Committee will lead the Local Committees and provide suggestions, and
will stay in contact with the SEC.
3.
It will
secure the organisational disciplines.
4.
It can
create or dissolve its lower committees, if required.
5.
The
District Committee will meet once in every three months.
6.
It can
create subcommittees if required.
7.
It will
elect delegates for the State Conferences.
Local Conference:
Local Conferences will
be held once in a year. The Local Committee will elect new members, and the new
committee will take the charge within 10 days from the outgoing committee.
Local Committee:
A Local Committee will comprise of all the
Primary/Unit Committees in that respective town/village/locality. This
committee will be of a minimum of 15 members. This committee will comprise one
President, one Secretary, one Vice-President, one Assistant Secretary, one
Education Secretary, one Cultural Secretary and one Treasurer. The members of
the Local Committee can remain in the committee even after the completion of
their education till the next Local Conference.
Duties of the Local Committee:
1.
The Local
Committee will provide suggestions to the Primary/Unit Committees, and will stay in
contact with the District Committee.
2.
The Local
Committee will meet generally once in two months.
3.
If
necessary, it can create subcommittees.
4.
It will
elect delegates for the District Conference.
Primary/Unit Conference:
Primary/Unit Conference
will be held annually. The Primary/Unit Committee will elect new members of the
committee. The newly elected committee will take the charge from the outgoing
committee within 10 days.
Primary/Unit Committee:
The Primary/Unit
Committee will comprise of minimum 11 of members. It will comprise one President,
one Secretary, one Vice-President, one Assistant Secretary, one Education
Secretary, one Cultural Secretary and one Treasurer. The members of the
Primary/Unit Committee can remain in the committee even after the completion of
their education till the next Primary/Unit Conference.
Duties of the Primary/Unit Committee:
1.
The
Primary/Unit Committee will popularise the ideology of the organisation amongst
the students of that institution, provide memberships, raise its voice for the
solution of various problems of that particular institution and, if required,
will take part in other activities even outside the institution.
2.
The Primary/Unit Committee shall meet once
every month.
3.
This
committee can create subcommittees, if required.
4.
This
committee will elect delegates for the Local Conference.
Quorum:
The Quorums of the CEC,
State Executive Committees, District Committees, Regional Committees and
Primary Committees will be two-fifths of their members.
